The Project of Chemical Substance Labelling and Information Transfer Quality Improvement

The “Toxic and Concerned Chemical Substances Control Act” has been revised and announced since 2019. In the face of expanding management issues, labeling and safety data sheets have become important tools for the information transfer of the supply chain. They are the first step in the safety management of chemical substance operation. The chemical substance labeling management systems of the European Union, the United States, South Korea, Australia, Japan, and China have been collected, which can be divided into labeling, information notification, and information disclosure. There are examples of precautionary pictograms, such as keeping out of reach of children, on consumer products from GHS. The industries can voluntarily use them on the label to reinforce the warning message. The European Union proposed to introduce 4 new hazard classes, including endocrine-disrupting properties, in the CLP regulation. Referring to the digital label policy of chemical substances in the European Union and China, digital labels and physical labels should proceed in parallel, and text on physical labels should be simplified. However, taking the digital divide and global harmonization of label text into account, it is suggested to continue paying attention to the international digital label policies, which can be the reference of digital label policies of chemical substances in Taiwan. The hazard classification of 344 toxic and concerned chemical substances between the Toxic and Chemical Substances Bureau and Occupational Safety and Health Administration have been compared. The hazard classification of 10 toxic chemical substances between the Toxic and Chemical Substances Bureau and The European Chemicals Agency has been analyzed. In addition, according to substance information from the toxicology database, the project has provided updated advice on the hazard classification of 5 toxic chemical substances. Through the analysis results of hazard classification, improvement suggestions for hazard classification between different ministries have been made. Furthermore, the project has created guidance on the hazard classification and labeling of hydrogen fluoride. It has also assisted 20 factories in improving the rationality of label content to enhance hazard warning levels through guidance. The project has assisted in revising the “Regulations for the Labeling and Materials Safety Data Sheets for Toxic and Concerned Chemical Substances”. The revision added the regulation of minimum dimensions of labels. In addition, the project organized an education and training course for law enforcement officers. The capacity of law enforcement officers is expected to be improved, which can assist the industries in enhancing the quality of labels and safety data sheets.
